Sigmoid LPR P30 CAMERA

 The Sigmoid LPR P30 CAMERA® system is a very compact equipment, suitable to find stolen or wanted cars. It consists only of a smartphone using the Android operating system, which can be fixed on the windshield with a suction cup camera mount. With the built in 5x optical zoom lens, it is well suited for licence plate recognition from within a car. The phone has everything built-in what is needed: computer, 3G modem, GPS receiver, Bluetooth, and Wi-Fi connectivity.
 As the device is small and easy to fix with the provided suction cup mount, it can be simply and quickly relocated to another car.
 The device works automatically: it recognizes and evaluates licence plates of cars appearing in the field of view of the camera. Corresponding data is shown on the screen, and in addition, some information can also be heard by spoken voice. For cars marked as ‘interesting’ in the database, an audiovisual alert is given. The device is capable to check up to 8-10 thousand vehicles a day, so it is well suited for using on streets with heavy traffic.
 The device can connect to mobile internet (3G) and Wi-Fi, and can retrieve information from an on-line database. Currently, access to the Hungarian Vehicle Registering System is implemented, which provides up-to-the-minute information (colour, make, status, MOT expiry, owner data etc.). There is a great benefit when using this database is: if a car is reported as stolen on the police, it is possible to find it only a few minutes later, because the device will alert. It is possible to implement access to other on-line databases on demand.
 The device can recognize licence plates of most countries, both single and double lined, normal or inverse.
 Recognition can be restricted to arriving or leaving only vehicles, which can help to reduce information flow to relevant vehicles on two-way streets.
 The device can refresh the off-line database automatically through mobile internet or Wi-Fi.
 The device stores every recognized licence plate in the log, together with the image and all data retrieved from the database. The log can be browsed, filtered, and it’s possible to create various statistics from it. The log can be printed or exported, in whole or in part. All these features can contribute greatly to crime investigation.
 Licence plates can also be entered on a keyboard, even while the automatic recognition is operating. This is useful for licence plates which fall outside the field of view of the camera, or are too dirty, damaged or obscured for correct automatic recognition.
 It is possible to query by fragments of chassis numbers, if the underlying database provides this information. This comes handy for cars without a licence plate, but with visible chassis number.
 Using the built-in GPS receiver, each recognized car’s position is stored in the log. This makes it easier to find the car at a later time, for example, if it will be registered as stolen, or if it becomes interesting because of any other reason. Also, the GPS receiver can help to navigate to lost cars with built-in GPS-enabled alarm system.


Licence plate recognition
 
 The built-in computer evaluates all image frames seen by the camera. It finds the licence plates and reads their characters. The licence plate can appear on any part of the image, in many angle, even from the very side. But it is important that the plate and all characters on it should be fully visible, and free from damage and dirt. The system can recognize licence plates of most countries.
 The recognizer is very tolerant to lighting conditions, even very dark and very bright images are handled well, as long as the whole licence plate is visible on the image.
 The maximum speed of vehicles is determined by the lighting conditions in the first place. In sunshine, even vehicles on a highway can be checked, if each licence plate is fully visible on at least one frame. This can be ensured by choosing a proper zoom and view of angle.
 We recommend using this device under good daylight conditions in the first place. During twilight and in parking garages, only slow-moving licence plates can be recognized.


Log analysis
 
 It is possible to extend the database and attach your own information to a licence plate. If such a plate is recognized later, an audiovisual alert is given, and the stored information is displayed. This can be used for example to mark suspicious cars that are not (yet) wanted.
 Data and images of cars in the log can be browsed, searched and filtered using various criteria. This can be very useful during an investigation. For example, if you saw a vehicle that was stolen later, you might have seen it right when it was stolen, maybe along with other ‘guiding’ cars of the principals. Or for example you can get valuable information from cars used in crimes, and you might spot other, related but not yet wanted cars. Stored images occupy only a few ten kilobytes, so the device can store tens of thousands of images on its internal storage space. This can be further extended with an SD card, if required.


GPS extension
 
 The optional GPS software extension makes it possible to log the place of recognition obtained from the device’s internal GPS receiver. This, cars turn out to be interesting later are more easy to find. Also, vehicles with built-in GPS enabled alarm systems are easy to find: using the vehicle’s reported coordinates, the device can show its position on the map, and can even navigate there. Current statistics show that stolen cars with GPS-enabled alarm systems are almost always found, and in 60% of the cases with principal.
